Village Administrator Duties


Ohio Revised Code 735.271 controls the establishment and creation of the village administrator's position. This statute states that the legislative authority of the village may establish the position of the village administrator by ordinance.

The village administrator shall be appointed by the mayor, but shall not take office unless his appointment has been approved by a majority vote of the members of the village council.

"The village administrator shall serve at the pleasure of the mayor and legislative authority of the village and may be removed without cause by the mayor with the consent of a majority of the members elected to be the legislative authority of the village." The village administrator may be removed with the mayor's consent by a vote of three-fourths of the members of the village council. The village administrator's position may also be abolished by ordinance.

The village administrator is responsible for managing public utilities, supervising property improvement, and appointing "officers, employees, agents, clerks, and assistants" (if the positions are authorized by the legislative authority of the village) and such appointments are subject to approval of the mayor.

The village administrator also has contracting authority on matters less than $25,000.00.
